The Board also took note of the fact that, in view of the importance of concluding as soon as possible a separate headquarters agreement for WFP, the Director-General decided to consult the CCLM on the internal procedures to be followed by FAO in the negotiations and possible conclusion of the headquarters agreement, and in particular on the role to be played by FAO`s governing bodies. In this context, the CCLM concluded that, although there is no specific provision in the Constitution that regulates the conclusion of such agreements, a practice has developed over the years under which such agreements are generally subject to approval by the Council. . . .
